This thesis studies the transformation of central city areas from a conservation perspective versus new construction. The thesis highlights both the regulating process and decisions related to a specific building project in the conversion of the former National Hospital site in downtown Oslo, Pilestredet Park. Through interviews, document studies and analysis it is shown how different actions and decisions are determined by and affect the market risk, regulatory risk and production risk in the project.en_US
