dc.description.abstractSammendrag Denne masteroppgaven tar for seg virkningen av «feed-in»-tariffer, pålagt fornybarandel og tilstedeværelse av anbudsordninger på kumulativ installert kapasitet av landbasert vindkraft, fotovoltaisk solteknologi og biomasse til elektrisitetsproduksjon i Frankrike, Italia, Spania, Storbritannia og Tyskland. Ved hjelp av en investeringsbeslutningsmodell isolerer vi andelen av avkastningen på en investering i fornybar produksjonskapasitet som kan tilskrives «feed-in»-tariffer. Vi forutsetter en profittmaksimerende investor og forventer investeringer i fornybar kapasitet dersom andelen avkastning som kan tilskrives tariffene antar positive verdier. Pålagt fornybarandel og anbudsordning kontrolleres for med henholdsvis prosentsats og en binær variabel som tar verdien én ved tilstedeværelse og null ved fravær av anbudsordninger. Vi tar i bruk en «fixed-effects» regresjonsmodell og analyserer et paneldatasett med lands- og teknologispesifikke observasjoner fra 1990-2012 og finner at «feed-in»-tariffer har drevet utbyggingen av fotovoltaisk solteknologi og landbasert vindkraft, men ikke biomasse til elektrisitetsproduksjon. Vi finner videre at pålagt fornybarandel har drevet utbygging av biomasse til elektrisitetsproduksjon og at tilstedeværelse av anbudsordninger positivt har påvirket kapasiteten av landbasert vindkraft. For å undersøke hvordan ulikheter i design av «feed-in»-tariffene påvirker kumulativ kapasitet av landbasert vindkraft og fotovoltaisk solteknologi foretar vi for hvert land sensitivitetsanalyser for endring av størrelsen på tariffene og lengden på kontraktene. Vi finner at endringene påvirker den kumulative kapasiteten ulikt mellom land og teknologier. Disse ulikhetene indikerer viktigheten av lands- og teknologispesifikke hensyn ved virkemiddelutforming. Avslutningsvis diskuterer vi indikasjoner på at virkemiddelbruk kan ha påvirket utbyggingen av havbasert vindkraft.     Abstract This thesis examines the impact of feed-in tariffs, renewable portfolio standards and the presence of tendering schemes on cumulative installed capacity of onshore wind power, solar photovoltaics and biomass for electricity production in France, Italy, Spain, UK and Germany. Through an investment decision model we isolate the share of return on an investment in renewable generation capacity that can be attributed to feed-in tariffs. We assume a profit maximizing investor and expect investment in renewable capacity if return on investment attributable to feed-in tariffs assumes positive values. Renewable portfolio standards and tendering schemes are controlled for by percentage and a binary variable respectively. The binary takes a value of one in presence of a tendering scheme and zero in its absence. We use a fixed effects regression model to analyze a panel dataset of country-specific and technology-specific observations from 1990-2012. We find that feed-in tariffs have driven the development of photovoltaic and onshore wind capacity, but not biomass. Further, we find that renewable portfolio standards have driven the development of biomass capacity and that the presence of tendering schemes has increased the cumulative capacity of onshore wind power. To investigate the effects of feed-in tariff design, we conduct country specific sensitivity analyses for changes in tariff size and contract duration for photovoltaics and onshore wind power. We find that changes in the tariff size and contract duration affect profitability and thereby cumulative capacity differently across countries and technologies. These differences indicate the importance of country-specific and technology-specific considerations in policy design. Finally, we discuss indications that support schemes might have driven offshore wind power capacity.no_NO
