dc.description.abstractI 2012 ble det bygget ut mer vindkraft i Norge enn noen gang tidligere (NVE 2013a), og denne utviklingen er forventet å fortsette i tiden framover. I tillegg til tekniske og økonomiske forhold, avhenger realisering av vindkraftplaner også av sosiale aspekter. Tidligere studier viser at samtidig som det uttrykkes stor støtte til vindkraft på nasjonalt nivå, etablerer mange aktører negative holdninger til vindkraftplaner i sine lokalsamfunn (Söderholm et al. 2007; Loring et al. 2007; Jobert et al. 2007; Wolsink 2007). Hensikten med denne masteroppgaven er å belyse ulike aktørers holdningsetablering til vindkraftplaner i innlandsområder, hvor vindkraft representerer et nytt fenomen. Jeg har benyttet Engerdal kommune i Hedmark fylke som studieområde, og den metodiske tilnærmingen tar utgangspunkt i grounded theory. Datamaterialet er samlet inn gjennom dybdeintervjuer, dokumentanalyse av høringsuttalelser og observasjon av et folkemøte. Resultatene viser at positive holdninger til vindkraftplanene i Engerdal hovedsakelig tar utgangspunkt i økte kommunale inntekter og nye utviklingsmuligheter dersom planene realiseres. Et positivt syn på framtidig stedsutvikling og rettferdig kompensasjon til kommunen virker å være de viktigste faktorene for at aktører etablerer disse holdningene. Videre indikerer resultatene at aktører med positive holdninger i liten grad deltar i prosessen, noe som resulterer i en ensidig debatt i lokalsamfunnet. Potensiell verdiforringelse som følge av en realisering av vindkraftplanene, særlig knyttet til hytter og hyttetomter, er identifisert å være hovedargumentet blant aktører med negative holdninger til vindkraftplanene. Planenes påvirkning på aktørenes stedsidentitet virker å være en svært viktig faktor for utviklingen av disse holdningene. Samtidig etableres mange av de negative holdningene med utgangspunkt i faktorer knyttet til prosessen, heller enn fysiske egenskaper ved vindkraftplanene. Hytteeiere vil bli en viktig aktørgruppe etter hvert som det utvikles flere vindkraftplaner i innlandsområder. Den sterke tilstedeværelsen av aktører som ikke bor fast i vertskommunen gir nye utfordringer knyttet til holdningsetablering. For å etablere lokal aksept er det essensielt at prosessen utformes på en måte som gir kompensasjon og medbestemmelsesrett også til hytteeiere. Prosessen må også skape muligheter for reell medvirkning, særlig knyttet til valg av lokalitet, og legge opp til inkludering av aktører med positive holdninger. Videre forskning er nødvendig for å få mer kunnskap om hvordan ulike faktorer virker inn på aktørers holdningsetablering, og hvordan det kan skapes lokal aksept for vindkraftplaner i innlandsområder. I tiden framover vil de sosiale aspektene knyttet til vindraftutvikling bli viktigere og viktigere. Realisering av vindkraftverk, både i innlandsområder og ellers, vil være avhengig av at denne erkjennelsen innlemmes i den videre utviklingen av vindkraftplaner. --------------------------------------------------------------------------------The installed wind power capacity in Norway peaked in 2012 (NVE 2013a), and the growth is expected to continue. In addition to technical and economic aspects the implementation of wind power also depends on social factors. A number of studies have shown that although the public opinion tend to support wind power, many stakeholders establish negative attitudes towards wind power plans in their local community (Söderholm et al. 2007; Loring et al. 2007; Jobert et al. 2007; Wolsink 2007). The aim of this master thesis is to explore the various attitudes that are articulated in relation to wind power plans in inland regions of Norway – an area where wind power development has only just begun. To do so the research design grounded theory is applied to a proposed wind power project in Engerdal in the municipality of Hedmark, which serve as a good example of a rural, inland area previously unfamiliar with wind power development. The data has been collected through in-depth interviews, document analysis and observation of a public meeting. The results of the study show that increased local revenues and new business opportunities are the major components when stakeholders express positive attitudes towards the wind power plans. These attitudes are identified to be developed mainly based on a sense of fair compensation and a positive vision of the local spin-offs of the plans. The results also reveal that these stakeholders tend not to participate in the local debate nor in the formal process. Possible decreases in property value, mainly related to holiday cottages, has been identified as the main reason why stakeholders establish negative attitudes. Many stakeholders have a strong place identity related to their holiday cottages, and the wind power plans’ interference with this identity seem to be the main underlying factor influencing these attitudes. The results also show that several of the arguments used to express negative attitudes towards the plans are related to the planning process, rather than the physical aspects of the wind power plans. People who have holiday cottages in areas where wind power plans are proposed represent an important group of stakeholders as the development of wind power in inland regions continues. The strong presence of stakeholders that do not live their everyday lives in the affected community creates new challenges related to local acceptance of wind power plans. To generate local acceptance these stakeholders must be granted compensation and a right of co-determination. In general, the process needs to be the reshaped to include stakeholders with positive attitudes and create real opportunities for stakeholders to influence the development of wind power plans -especially regarding the choice of location. The acknowledgement of the social aspects affecting wind power implementation will be crucial to the development of wind power in Norwegian inland regions and elsewhere, and more research is needed to gain further insight into how local acceptance can be created among the various groups of stakeholders.no_NO
