dc.description.abstract | Det forventes kraftig befolkningsvekst de nærmeste
50 årene og Lørenskog kommune har besluttet å ta
sin del av veksten. Fjellhamar er ett av kommunens
lokalsentre som skal videreutvikles i forbindelse med
frigjøring av store industriarealer. Lokalsenteret er også
et transportknutepunkt, som har stor betydning for dens
sentralitet og gjør området attraktiv for etablering av både
næring og bolig. Gjennom en helhetlig planlegging, som
samordner alle kommunens roller, ønsker Lørenskog
kommune å utvikle Fjellhamar som et bærekraftig
lokalsenter i samsvar med overordnede rammer og
føringer. I de overordnede rammene og føringene
spesifiseres at det skal fortettes i sentrale deler av byer
og tettsteder og knutepunkter for kollektivtrafikknettet.
Denne oppgaven tar for seg kommunens selvforståelse
av sin planleggerrolle i denne helhetsplanleggingen, der
Fjellhamar er en kompleks problemstilling. For å belyse
oppgavens tema har jeg fordypet meg i sentralitet og
senterdannelse, samt modellforståelse av bysentrum,
tettsted og lokalsenter. Jeg har også sett på hvordan
kommunen praktiserer sin planlegging i utvikling av
Fjellhamar. For å forstå kommunens planleggerrolle har
jeg vinklet oppgaven mot et planteoretisk perspektiv.
Jeg har gått tilbake for å se hva dagens planlegging
likner mest på av tre klassiske idealer om planlegging
(instrumentell rasjonalitet, inkrementell planlegging og
«mixed scanning»).
Oppgaven konkluderer med at i denne helhetsplanleggingen
forstår ikke Lørenskog kommune sin
planleggerrolle godt nok. Kommunen bør være mer
bevisst på sin planleggerrolle og stille strengere krav til
kvaliteten på det endelige resultatet, samt bidra mer med
kompetanse og midler for å oppnå fastsatte mål.
It is expected a rapid population growth the next 50 years.
Lørenskog municipality has decided to take its part of
the growth. Fjellhamar is one of the municipality’s local
centers, which will be developed in conjunction with the
release of large industrial areas. The local center is also a
public transport hub, which has great importance for its
centrality and makes the area attractive for commercial
and residential establishment. Through a comprehensive
planning, which coordinates all municipal roles,
Lørenskog municipality wants to develop Fjellhamar as
a sustainable local center in accordance with the overall
framework and guidelines. The general framework and
guidelines specifies that densification will be prioritized
in central parts of cities and towns and hubs for public
transport network.
The master’s thesis addresses the municipality’s selfunderstanding
of its planning role in comprehensive
planning, where Fjellhamar is a complex issue. To illustrate
the thesis topic, I have immersed myself in centrality
and center formation, as well as model comprehension
of town center, urban area and local center. I have also
immersed myself in how the municipality practices
spatial planning in developing Fjellhamar. To understand
the municipality’s planning role, I angled the master‘s
thesis in a theoretical perspective. I have gone back to see
what the current planning is most alike the three classical
ideals of planning (instrumental rationality, incremental
planning and «mixed scanning»).
The master’s thesis concludes that Lørenskog
municipality does not understand their planning role
well enough in today’s comprehensive planning. The
municipality should be more aware of what the planning
role involves and impose stricter requirements of the final
result, as well as assist more with expertise and funds to
