Fra MarinVEST til Vossolauget : En følgeevaluering av VRI Hordaland i prosessen frem mot Vossolauget

Abstract

Fokuset i denne rapporten er prosessen frem mot Vossolauget og VRI Hordaland sin rolle i dette. Det diskuteres i studien flere suksessfaktorer bak Vossolauget. Dette er kunnskap som også kan overføres til andre områder der det er en fastlåst konflikt mellom interessegrupper. Analysen viser at enkeltpersoners velvilje og egenskaper har vært av stor betydning for prosessen frem mot Vossolauget. VRI Hordaland har vært avgjørende for å legge til rette for trippel heliks samarbeidet Vossolauget. Andre funn er at MarinVEST har bidratt til økt innovasjon og verdiskapning i det marine miljøet ved å være starten på prosessen som førte til Vossolauget. SNF gjorde en evaluering av MarinVEST i 2007 der de kommer frem til at MarinVEST ikke har ført til konkrete resultater, men dette var før Vossolauget. Dette viser at evaluering av innovasjonspolitiske virkemidler som VRI Hordaland og Arena bør skje etter lengre tid enn det som er vanlig i evaluering av offentlige prosjekter. Abstract Vossolauget was founded in 2008 with the objective to rescue the unique but endangered local stock of Atlantic salmon in the river Vosso. Combined efforts between the salmon farmers, river owners, local community, municipal and governmental authorities, sponsors and volunteers, led to Vossolauget. This is a great achievement due to the large conflict between many of these groups of interest for many years. VRI Hordaland is a governmental programme which job is to initiate cooperation between the scientists and the local business. This may give good effects for all the participants, a triple helix effect. The goal of this thesis is to identify the role of VRI Hordaland in the process towards Vossolauget. The findings is that VRI Hordaland had an important role is the process towards Vossolauget. It was the key that brought the conflicting participants together towards a common goal, which was to rescue the Atlantic salmon in the river Vosso. Individuals have been important in this process, both from the salmon farmers and VRI Hordaland. Other findings is that MarinVEST has contributed to increased innovation and value creation in the marine environment by being the start of the process that led to Vosso association. SNF did an evaluation of MarinVEST in 2007, where they found that MarinVEST had not led to concrete results. In 2008 Vossolauget came up as a concrete result of MarinVEST. This shows that the evaluation of innovation policy instruments should happen after a longer time than what is usual in the evaluation of public projects.
